Abstract | We empirically study the effects of broadband internet diffusion on local election outcomes and on local government policies using rich data from the U.K. Our analysis suggests that the internet has displaced other media with greater news content (i.e., radio and newspapers), thereby decreasing voter turnout, most notably among less-educated and younger individuals. In turn, we find suggestive evidence that local government expenditures (and taxes) are lower in areas with greater broadband diffusion, particularly expenditures targeted at less-educated voters. Our findings are consistent with the idea that voters’ information plays a key role in determining electoral participation, government policies and government size. |

Abstract | We study banksíincentives to create complex securities backed by assets of heterogeneous quality. When banks offer complex securities, investors disagree on their value. Disagreement is beneficial to the banks when investors are wealthy enough since then prices are determined by more optimistic investors. In bad times instead, banks prefer to offer simple securities as these create no disagreement. The incentives to issue complex securities are exacerbated in more competitive banking environments. Moreover, competition may induce a form of prisonersí dilemma in which banks end up issuing complex securities while they would be better off if they all committed to issuing simple securities. |

報告 | Shinsuke Tanaka (Tufts University) Mind the Gap! Tax Incentives and Incentives for Manipulating Fuel Efficiency in the Automobile Industry |
Abstract | Many governments institute environmental policies aimed at improving automobile fuel efficiency. There is, however, little empirical evidence to date as to the efficacy of these policies using real-world fuel efficiency data. The recent scandals over automakers’ falsification of official fuel efficiency figures and emissions data have rendered evidence based on automakers’ reports of fuel efficiency unreliable. This study identifies and examines the extent of a fuel efficiency gap—the disparity between official test results and what is actually achieved on the road—and the underlying incentives for manipulation on the part of the automobile industry. Using extensive high-frequency real-world fuel consumption data during on-road vehicle use, our identification strategy employs a regression discontinuity design that exploits Japanese consumers’ eligibility for large tax incentives based on vehicle fuel efficiency. The findings highlight a discontinuous increase in the fuel efficiency gap by 6% at the eligibility thresholds. While we have identified some of the mechanisms whereby automakers can inflate fuel efficiency figures during tests, the potential remains for ongoing manipulation. A variety of evidence supports the identification assumption, in particular suggesting the absence of a discontinuity in the efficiency gap at the levels of fuel efficiency not tied to the eligibility criteria. |

報告 | Dov Samet (Tel Aviv University) Weak dominance: A mystery cracked (joint with John Hillas) [paper] |
Abstract | What strategy profiles can be played when it is common knowledge that weakly dominated strategies are not played? A comparison to the case of strongly dominated strategy is in order. A common informal argument shows that if it is common knowledge that players do not play strongly dominated strategies then players can play only profiles that survive the iterative elimination of strongly dominated strategies. We formalize and prove this claim. However, the analogous claim for the case of weak dominance does not hold. We show that common knowledge that players do not play weakly dominated strategies implies that they must play pro les that survive an iterative elimination of pro les, called aws of weakly dominated strategies, a process described by Stalnaker (1994). The iterative elimination of flaws of strongly dominated strategies results in the same set of profiles as the iterative elimination of strongly dominated strategies. Thus, the case of weak dominance and strong dominance are completely analogous: Common knowledge that players do not play weakly, or strongly dominated strategies implies iterative elimination of flaws of weakly, or strongly dominated strategies, correspondingly. These processes, for both weak and strong dominance, are independent of the order of elimination. |

報告 | Johann Caro (Hiroshima University) Optimal Voting Rules for International Organizations, with an Application to the United Nations |
Abstract | This paper examines a self-enforcing mechanism for an international organization that interacts repeatedly over time. A random shock determines which countries would be in favor of or against taking a collective action. If the organization wants to take the action, some countries may disagree with participating; and therefore, incentives must be provided to such countries. I characterize the optimal mechanism under two equilibrium concepts: Markov Perfect and Subgame Perfect Equilibria. Then I show that an optimal mechanism can be implemented by a weighted voting rule, and those voting weights can be history dependent under the Subgame Perfect Equilibrium. Finally, I discuss how this history dependent voting weights can rationalize rotation at the UN Security Council, and I show empirically that compliance with UN resolutions is followed by a higher probability of election as a Security Council member. |

報告 | Jay Pil Choi (Michigan State University and Hitotsubashi University) A Leverage Theory of Tying in Two-Sided Markets [paper] |
Abstract | Motivated by recent antitrust cases in markets with zero-pricing, we develop a leverage theory of tying in two-sided markets. In the presence of the non-negative price constraint, tying provides a mechanism to circumvent the constraint in the tied market without inciting aggressive responses by the rival firm. We identify conditions under which tying in two-sided markets is profitable and explore its welfare implications. In addition, we show that our model can be applied more widely to any markets in which sales to consumers in one market can generate additional revenues that cannot be competed away due to non-negative price constraints. |

Abstract | We develop a comprehensive theory of optimal timing of decisions based around continuation values as functions of the state and operators that act on them. Rewards can be bounded or unbounded. One advantage of this approach over standard Bellman equation methods is that continuation value functions are smoother than value functions. Another is that, for a range of problems, the continuation value function exists in a lower dimensional space than the value function. We exploit these advantages to obtain new results and more efficient computation. |

報告 | Till von Wachter (University of California, Los Angeles) Firming Up Inequality (joint with Jae Song, David J. Price, Fatih Guvenen and Nicholas Bloom) [paper] |
Abstract | Using a massive, new, matched employer-employee database that we construct for the United States, we show that the rise in earnings inequality between workers over the last three decades has primarily been a between-firm phenomenon. Over two-thirds of the increase in earnings inequality from 1981 to 2013 can be accounted for by the rising variance of earnings between firms and only one-third by the rising variance within firms. This rise in between-firm inequality was particularly strong in smaller and medium-sized firms (explaining 84% for firms with fewer than 10,000 employees). In contrast, in the very largest firms with 10,000+ employees, almost half of the increase in inequality took place within firms, driven by both declines in earnings for employees below the median and sharp rises for the top 50 or so best-paid employees. Finally, examining the mobility of employees across firms, we find that the increase in between-firm inequality has been driven by increased employee segregation—high- and low-paid employees are increasingly clustering in di ↵ erent firms. |

Abstract | Agents in two-sided matching games vary in characteristics that are unobservable in typical data on matching markets. We investigate the identification of the distribution of unobserved characteristics using data on who matches with whom. In full generality, we consider many-to-many matching and matching with trades. The distribution of match-specific unobservables cannot be fully recovered without information on unmatched agents, but the distribution of a combination of unobservables, which we call unobserved complementarities, can be identified. Using data on unmatched agents restores identification. We estimate the contribution of observables and unobservable complementarities to match production in venture capital investments in biotechnology and medical firms. |

報告 | 野田 俊也 (Shunya Noda) (Stanford University) Strategic Experimentation with Random Serial Dictatorship [paper] |
Abstract | We consider one-sided matching problems in which agents can endogenously acquire information about objects to evaluate their values more precisely. In such situations, whether agents acquire information or not crucially depends on their beliefs about their choice set, i.e., the set of objects each agent can obtain by changing his report. In this paper, we fix the assignment rule to the random serial dictatorship, and study the efficiency of each disclosure policy of choice sets. With a stylized environment where there is only one object that has ex ante unobservable private-value component, we demonstrate that the full disclosure policy, which always discloses each agent's choice set, is typically inefficient, because it fails to internalize the positive externality of information acquisition. Then, we illustrate that obscuring the information about the best available fixed-valued objects, we can induce more efficient information acquisition. We also show that in the worst case, the loss of the full disclosure policy relative to the optimal one is large. |

報告 | Kentaro Tomoeda (University Technology Sydney) Implementation of Efficient Investments in Mechanism Design [paper] |
Abstract | This paper investigates when we can eliminate investment inefficiency in mechanism design under quasi-linear utility. We show that when agents invest only before participating in the mechanism, inefficient investment equilibria cannot be ruled out for some cost types whenever an allocatively efficient social choice function is implemented. We then consider when agents invest before and after participating in the mechanism. When ex post investments are possible and an allocatively constrained-efficient social choice function is implemented, efficient investments can be fully implemented in subgame-perfect equilibria if and only if the social choice function is commitment-proof (a weaker requirement than strategy-proofness). We also show that efficient investments and allocations are implementable even given a budget-balance requirement. Our positive result continues to hold in the incomplete information setting when the social choice function to be implemented is strategy-proof. |

報告 | Alessandro Cigno (University of Florence) Student loans and the allocation of graduate jobs [paper] |
Abstract | Higher education is not just a signal of innate ability. At least a certain level of educational achievement (degree level, degree mark) is strictly required to perform a graduate job. School leavers fall into two categories, the rich and the poor. Ability is distributed in the same way in both groups. Graduate jobs are differentiated by quality. The output of each graduate job-worker match depends on the worker’s ability and educational achievement as well as on the quality of the job. Individual wealth and ability are private information. Educational achievement and realized productivity are common knowledge. Graduates and graduate jobs are matched by tournament. In laissez faire, only the rich can buy enough education and enter the tournament. The poor are confined to the non-graduate labour market. This is doubly inefficient because some of the rich buy too much education, and some of the graduates have lower ability than some of the non-graduates. Student loans allow the more able among the poor to buy a higher education, discourage the less able among the rich from so doing, and bring individual education investments closer to their efficient levels. Unless the loan is large enough to allow a poor school leaver to invest as much, and thus get as good a job, as a rich one of the same ability, however, jobs of the same quality are assigned to graduates with the same education but different ability. Competition among employers will then result in poor graduates being paid a higher salary than rich graduates doing the same job. |

報告 | Mira Frick (Yale University) Dynamic Random Utility (joint with Ryota Iijima and Tomasz Strzalecki) |
Abstract | We study dynamic stochastic choice behavior resulting from an agent (or population of agents) solving a dynamic decision problem subject to evolving private information. A key feature of our model is that observed choices are typically history dependent: different sequences of past choices reflect different private information of the agent, which may lead to different distributions of her current choices. Our main axioms impose discipline on the amount of history dependence that choices can display: We identify simple equivalence classes of past choices that reflect the same private information and thus have the same implications for current choices. Additional axioms allow us to distinguish between two sources of history dependence: randomly evolving utility vs. gradual learning about fixed but unknown tastes. An agent's observed choices allow for essentially unique identification of her underlying utility process/private information. We characterize the relationship between persistence in choices and in tastes. Finally, we relate our model to dynamic discrete choice models widely used in empirical work, highlighting new modeling tradeoffs in this literature. |

報告 | 粟屋祐 (Yu Awaya) (University of Rochester) Communication and Cooperation in Repeated Games [paper] |
Abstract | We study the role of communication in repeated games with private monitoring. We first show that without communication, the set of Nash equilibrium payoffs in such games is a subset of the set of ε-coarse correlated equilibrium payoffs (ε-CCE) of the underlying one-shot game. The value of ε depends on the discount factor and the quality of monitoring. We then identify conditions under which there are equilibria with "cheap talk" that result in nearly efficient payoffs outside the set ε-CCE. Thus, in our model, communication is necessary for cooperation. |

報告 | Roberto Serrano (Brown University) Level-k Mechanism Design (joint with Georoy de Clippel and Rene Saran) [paper] |
Abstract | Models of choice where agents see others as less sophisticated than themselves have significantly different, sometimes more accurate, predictions in games than does Nash equilibrium. When it comes to the maximal set of functions that are implementable in mechanism design, however, they turn out to have surprisingly similar implications. Focusing on single-valued rules, we discuss the role and implications of different behavioral anchors (arbitrary level-0 play), and prove a level-k revelation principle. If a function is level-k implementable given any level-0 play, it must obey a slight weakening of standard strict incentive constraints. Further, the same condition is also sucient for level-k implementability, although the role of specific level-0 anchors is more controversial for the suciency argument. Nonetheless, our results provide tight characterizations of level-k implementable functions under a variety of level-0 play, including truthful, uniform, and atomless anchors. |

Abstract | Several types of models of hierarchical decision making share two common properties: the characteristics at different levels of the hierarchy are complementary, but this complementary does not extend beyond adjacent levels. We propose a unified yet simple approach with few assumptions to study comparative statics of decision making in all these models. We use this new approach to study organizational decision making, and show that increased delay cost incentivizes the organization to empower lower level employees more than upper level employees. |

Abstract | We study existence, uniqueness and computability of solutions for a class of discrete time recursive utilities models. By combining two streams of the recent literature on recursive preferences—one that analyzes principal eigenvalues of valuation operators and another that exploits the theory of monotone concave operators—we obtain conditions that are both necessary and sufficient for existence and uniqueness of solutions. We also show that the natural iterative algorithm is convergent if and only if a solution exists. Consumption processes are allowed to be nonstationary. |

Abstract | This paper analyzes the coexistence of on-the-job (general) training and on-the- job search in a frictional labor market where rms post wage-training-promotion contracts to preemptively back-load compensation. The back-loaded compensation discourages trained workers' efficient job-to-job transition, as if they jointly accumu- lated relationship-specic capital, which induces over-intensied training among more productive rms. The quantitative analysis predicts that the market equilibrium, relative to the efficiency benchmark, gets more skilled workers (training inefficiency) and less output (allocation inefficiency). Aggregate efficiency loss, being offset by future employer externality in the previous literature, is moderate. Interestingly, it can be even improved, as search friction is mitigated. |

報告 | Mari Tanaka (Hitotsubashi University) Do Middle and Vocational Schools Foster Meritocracy? [paper] |
Abstract | Around the 1890s in Japan, middle and vocational schools underwent a large and rapid construction process. This study examines how this rapid period of school construction affected the country’s transition from a feudal society, in which noble families dominated public sector jobs and exclusively received higher education, to a meritocratic society, in which commoners had access to education and the opportunity to become elites. By exploiting the variations across cohorts and regions in the availability of schools, I examine the extent to which improved access to middle and vocational school education affected occupational outcomes by social class. Occupational outcomes are measured by the number of elites on the Japanese Personal Inquiry Records, which list the biographies of notable people and high taxpayers in the 1920s–1930s. I find strong evidence of the positive effect of middle school construction on the production of commoner elites in both the private and the public sectors as well as increases in tax payments by commoners, with mixed evidence of these for noble elites. In addition, the results imply that vocational schools that specialized in business contributed to producing business elites from commoner families and helped raise the incomes of and corporate tax payments by commoners. |

Abstract | This paper reports on the results from a field experiment that tests the eectiveness of the globally popular Kumon learning method in improving the cognitive and non-cognitive abilities of disadvantaged pupils in Bangladesh. Using a randomized control trial design, we study the impact of this individualized self-learning approach among third and fourth graders studying at BRAC non-formal primary schools. The results show that students of both grades in the treatment schools record substantial and significant improvement in their cognitive abilities as measured by two dierent mathematics tests (Kumon diagnostic test score per minute and proficiency test score) after a period of 8 months, compared to students in the control schools. In terms of non-cognitive abilities, the results give some evidence of positive and significant impacts, particularly on the self-confidence of the pupils. Interest- ingly, this intervention also had a positive and significant impact on the ability of teachers' to assess their students' performance. Overall our results suggest the wider applicability of a properly designed non-formal education program in solving the learning crisis in developing countries. |

Abstract | This paper explores how the ability of coworkers aects individual productivity. I study a seafood-processing plant in Vietnam, where workers process fish individually and are compensated based on own output. Input (steamed fish) is allocated in groups (worktables), which on average consists of four workers. Managers keep track of each group's progress to ensure that input is allocated according to its work speed. For a period of five months, workers were randomly assigned to worktables on a daily basis. Using random variation in coworker composition, I find that an increase in the ability of coworkers at the same worktable leads to a decrease in worker productivity, measured as kilograms of fish processed per hour. This productivity decline is shown to be mitigated when a coworker is close to the focal worker either in physical distance or through a social tie. |

Abstract | We study a model of endogenously repeated cheap talk in a Markovian environment. In each period, the uninformed party (the receiver, i.e. the public/readers) can consult the informed party (the sender, i.e. the media) in exchange for a monetary transfer. The sender, who is driven by profits, has an incentive to generate uncertainty in order to encourage future consultation. We find that both the sender and receiver can benefit from a higher cost of consultation, which dampens the sender's responsiveness to uncertainty and allows him to commit to similar likelihood of (re)consultation conditional on different messages, thereby reducing the sender's incentive to misreport. |

Abstract | Several search models with divisible money share a property called real indeterminacy of stationary equilibrium. However, the fundamental reason of the indeterminacy has not been fully understood yet. This paper finds that bilateral trade procedure common in search theory might create the indeterminacy. To show that, I consider a price-posting model with two alternative assumptions: bilateral trade with random matching and multilateral trade. Then, the equilibrium is indeterminate with the former setting and unique with the latter. This paper also shows that the bilateral trade can cause similar indeterminacy even in Walrasian market. |

報告 | Carlos Sanz (Banco de España) Backing the Incumbent in Difficult Times: The Electoral Impact of Wildfires (joint with Roberto Ramos) |
Abstract | How do voters react to large shocks that are (mostly) outside the control of politicians? We address this question by exploiting a unique dataset that covers all wildfires in Spain from 1983 to 2011. We can observe the precise date of the fire, its size (surface burnt by municipality), and its cause (accidental or intentional). Using a difference-in-difference strategy, we find that a large accidental fire a few months before the election benefits the incumbent's party in local elections. The effect is quantitatively large: a fire that burns at least 1% of the surface area of the municipality (on average, 200 hectares) in the 6 months before an election increases the incumbent's party vote share by 4.2 percentage points. Larger fires have an effect of almost 8 p.p. We also show that the effect increases as the election day approaches: the effect is zero for fires more than a year ahead of the election, and steadily grows for fires closer to the polling day. The two main theories on voters' response to large shocks---blind retrospection (Achen and Bartels, 2016) and "rational updating" (Ashworth et al, 2017)---cannot fully explain our results. We suggest that the effect is produced by a "rally" effect, in which voters back close leaders in the aftermath of a disaster. Consistent with this theory, we find that the effect is larger in smaller municipalities, and that fires have no effect on regional and national elections. |

報告 | Stacey H. Chen (National Graduate Institute for Policy Studies (GRIPS)) "Identifying Rurality and Its Impact on Student Learning Outcomes" (joint with Yu-Kuan Chen and Huey-Min Wu) |
Abstract | Many governments subsidize rural education based on subjective measures of rurality, with hard-to-adjust thresholds on population size or commuting time. Since rurality labeling depends on observed (objective) and unobserved (subjective) covariates, it has been difficult to identify the causal effect of rural labeling (and subsidies) on student learning outcomes. This paper first proposes to construct an objective index of rurality for each campus, by exploiting the full information regarding the current rural rating and observed characteristics of each campus and district. We show the rurality index considerably outperforms the existing methods; the proposed method replaces more than 1/3 of the current official list of remote campuses, shifting the remoteness designation to areas deep in the mountains, further away from train stations, and located in minimally populous and inadequately educated areas. We further use two-stage least square to estimate the causal impact of attending a rural campus on student learning outcome. |

Abstract | We propose a model that generates permanent effects on economic growth following a recession (super hysteresis). Recurrent bubbles are introduced to an otherwise standard infinite-horizon business-cycle model with liquidity scarcity and endogenous productivity. In our setup, bubbles promote growth because they provide liquidity to constrained investors. Bubbles are sustained only when the financial system is under-developed. If the financial development is in an intermediate stage, recurrent bubbles can be harmful in the sense that they decrease the unconditional mean and increase the unconditional volatility of the growth rate relative to the fundamental equilibrium in the same economy. Through the lens of an estimated version of our model fitted to U.S. data, we argue that 1) there is evidence of recurrent bubbles; 2) the Great Moderation results from the collapse of the monetary bubble in the late 1970s; and 3) the burst of the housing bubble is partially responsible for the post-Great Recession dismal recovery of the U.S. economy. |

Abstract | Artificial intelligence (AI) has achieved superhuman performance in a growing number of tasks, including the classical games of chess, shiogi, and Go, but understanding and explaining AI remain challenging. This paper studies the machine-learning algorithms for developing the game AIs, and provides their structural interpretations. Specifically, chess-playing Deep Blue is a calibrated value function, whereas shiogi-playing Bonanza represents an estimated value function via Rust’s (1987) nested fixed-point method. AlphaGo’s “supervised-learning policy network” is a deep neural network (DNN) version of Hotz and Miller’s (1993) conditional choice probability estimates; its “reinforcement-learning value network” is equivalent to Hotz, Miller, Sanders, and Smith’s (1994) simulation method for estimating the value function. Their performances suggest DNNs are a useful functional form when the state space is large and data are sparse. Explicitly incorporating strategic interactions and unobserved heterogeneity in the data-generating process would further improve AIs’ explicability. |

Abstract | We document a novel bidding pattern observed in procurement auctions from Japan: winning bids tend to be isolated. We prove that in a general class of mod- els, missing bids robustly indicate non-competitive behavior. In addition, we provide evidence that missing bids coincide tightly with known cartel activity. Finally, we show that missing bids are consistent with ecient collusion in environments where it is dicult for bidders to coordinate on precise bids. |

Abstract | The Student-proposing Deferred Acceptance Mechanism (DA) does not respond to students' cardinal preferences, which entails inefficiencies. However, DA complemented with priority rules that are correlated with the intensity of student preferences may overcome these inefficiencies. To study the effect of priority rules in school assignment on student welfare, we combine administrtive and survey data on school choice and student preferences from the school district of Utrecht. We compare student welfare under different school assignment mechanisms: DA with random tie-breaking, DA with priority rules, and choice-augmented DA. In the choice-augmented DA mechanism, students submit a rank-ordered list of schools and name a target school where they have priority (Abdulkadiroglu et al., 2015). We consider three priority rules: distance priority, sibling priority, and priority of high-achieving students in academically oriented high-schools. First, we show that these priorities are correlated with students' ordinal and cardinal preferences. Second, by comparing counterfactual allocations, we find that choice-augmented DA results in a minor welfare improvement relative to DA. DA complemented with distance-to-school-based priority yields the highest student welfare. Survey-based and estimated measures of cardinal utility are highly correlated and rank the different school assignment mechanisms similarly. |

報告 | Kailing Shen (The Australian National University) Gender-Targeted Job Ads in the Recruitment Process: Evidence from China (joint with Peter Kuhn) [paper] |
Abstract | Explicit requests for applicants of a specific gender are widely used in emerging-economy labor markets. The extent to which these requests affect the allocation of workers to jobs depends on two factors: how much workers comply with firms’ requests in their application decisions, and how much firms enforce their own requests when they encounter gender-inappropriate applicants. Using internal data from a Chinese job board, we show that both compliance and enforcement are substantial, but compliance accounts for the vast majority of the gender segregation associated with employers’ explicit gender requests. Using firm*occupation fixed effects for our compliance analysis and worker fixed effects for our enforcement analysis, we argue that both effects are causal, in the sense that (a) changing the gender label on an ad leads to large differences in the gender mix of applications that arrive, and (b) the same worker is much less likely to be called back when applying to a job requesting the other gender than when applying to an observationally-identical ad with no stated gender preference. |

Abstract | We study how voter turnout affects the aggregation of voter preferences in elections. Given that voting is costly, election outcomes disproportionately aggregate the preferences of voters with low voting cost and high preference intensity. We show that the correlation structure among preferences, costs, and perceptions of voting efficacy is identified, and explore how the correlation affects preference aggregation. Using 2004 U.S. Presidential election data, we find that young, lowincome, less-educated, and minority voters are underrepresented. All of these groups tend to prefer Democrats except for the less-educated. Democrats would have won 9 more states if all eligible voters turned out. |

Abstract | This study examines the interactions between trust and contract enforcement in a model of credit markets with asymmetric information. Civic entrepreneurs cross- subsidize uncivic ones intending to cheat and thus demand strong enforcement to reduce its burden. When civic values are instilled by parents who respond to expectations about the future quality of enforcement, the model creates an underdevelopment trap, with mistrust and weak enforcement, in which the economy receiving a trust-destroying shock could be caught. We argue that technological innovation and contractual innovation may be detrimental to the underdeveloped economy by undermining trust and enforcement quality, but that public education may help such an economy escape the trap. |

Abstract | This research studies present-biased procrastination of U.S. patent examiners. We describe patent examination work as a problem of intertemporal effort allocation by the agent who must complete a task in a fixed deadline, and adopt the standard two-parameter model (β-δ model) to characterize a conflict between short-run and long-run preferences. We show by a calibration exercise of the model that (i) increased deadline-related time pressure raises the odds that the examiner fails to finish the assigned task on time, (ii) the effect of time pressure on the failure odds varies systematically across examiners with different degrees of present-bias, and (iii) the examiners with less present-bias (with exponential discounting) respond more (the most) elastically to the change of time pressure. The testable predictions lead us to propose a logit regression method to elicit the distributional pattern of individual short-run preferences. We apply the approach to a large-scale administrative data from the U.S. Patent and Trademark Office with information on daily transaction history of patent applications in the field of Biotechnology and Organic Chemistry. The empirical results support evidence for procrastination by present-biased patent examiners. Furthermore, the observed patterns of task failure are in line with substantial heterogeneity in the short-run preferences across examiners. The estimated results also reveal that the examiners with more present bias tend to be in lower pay grade level and have shorter tenure in the patent office. |

Abstract | We link fundamental technological and taste distributions to endogenous economic distributions of prices and firm size (output, profit) in extensions of canonical IO and Trade models. We provide constructive proofs to recover the demand structure, mark-ups, and distributions of cost, price, output and profit from just two distributions (or from demand and one distribution). For CES, all distributions lie in the same family (e.g., the "Pareto circle"). Introducing quality breaks the circle. We extend our general analysis, modeling the technological relation between quality and cost to link two distribution groups (output, profit, and quality-cost; price and cost). The distributions of output, profit, and prices suffice to recover the cost distribution, the demand form, and the quality-cost relation. A continuous logit demand model illustrates: exponential (resp. normal) quality-cost distributions generate Pareto (log-normal) economic size distributions. Pareto prices and profits are reconciled through an appropriate quality-cost relation. We also find long-run equilibrium distributions. |

報告 | Kevin Schnepel (University of Sydney) "Diversion in the Criminal Justice System: Regression Discontinuity Evidence on Court Deferrals" (joint with Michael Mueller-Smith) |
Abstract | The historically unprecedented size of the U.S. criminal justice system has necessitated the development of diversion programs to reduce caseloads as a cost containment strategy. Court deferrals, which allow felony defendants to avoid formal convictions through probation, are one example. Using two discontinuities in deferral rates in Harris County, Texas separated by 13 years, we find consistent evidence that diversion reduces reoffending and unemployment among first-time felony defendants. Similar benefits are not observed for repeat offenders suggesting felony record stigma as a key mechanism. Young, African American men drive the total effect, a pattern consistent with over-targeting by law enforcement. [paper] |

報告 | Kevin Williams (Yale University) "Dynamic Airline Pricing and Seat Availability" |
Abstract | Airfares are determined by both intertemporal price discrimination and dynamic adjustment to stochastic demand. I estimate a model of dynamic airline pricing accounting for both forces with new flight-level data. With model estimates, I disen- tangle key interactions between the arrival pattern of consumer types and remaining capacity under stochastic demand. I show that the forces are complements in airline markets and lead to significantly higher revenues, as well as increased consumer sur- plus, compared to a more restrictive pricing regime. Finally, I show that abstracting from stochastic demand leads to a systematic bias in estimating demand elasticities. [paper] |

報告 | Hongliang Zhang (Hong Kong Baptist University) Parental Send-down Selection and Children's Reverse Altruism — The Twins Experiment in China |
Abstract | In the mass rustication movement of sending urban youths to the countryside during China's Cultural Revolution, many families with multiple age-eligible children faced a Sophie's choice of selecting whom to send down. We exploit this fact and employ survey data on urban twins in China to investigate the effect of parental send-down choice on children's reverse altruism. We find that the send-down children behave less altruistically toward their parents in terms of both financial transfers and companions (e.g.,co-residence, visits, phone calls). While children's altruistic behaviors to parents are jointly determined by their earnings and reverse altruism, both of which can be affected by the send-down experience, we rule out earnings differences or reverse altruism endowment differences as the driving force for the send-down children's less altruistic behaviors, leaving the adverse effect of the send-down experience on reverse altruism preference as the only explanation. |

報告 | Erwann Sbai ( The University of Auckland) Regularized Nonparametric Estimation of Ill-posed Games of Incomplete Information |
Abstract | We want to estimate nonparametrically an ill-posed games of incomplete information. The problem is studied in the form of an inverse problem, more precisely a nonlinear inverse problem. Typically, the functional form to recover is the distribution of the players private information. Our model can be written as T(F) = G, where F is the distribution of interest, G the identified distribution of observable actions and T a nonlinear operator. It is an ill-posed inverse problem if we cannot find a solution F that is unique and stable. In other words, we cannot find a continuous inverse operator T1 in order to obtain a solution F. In a first approach, we use the Landweber iterative method as our regularization approach in order to solve our nonlinear ill-posed inverse problem and estimate nonparametrically F. In a second approach, we show that estimating instead the quantile function allow us to linearise our inverse problem and derive convergence and asymptotic normality. |
