"Estimation of nonlinear functions using coarsely discrete measures in panel data: A case of a relationship between land prices and earthquake risks in the Tokyo Metropolitan District (with Tao Gu, Masayuki Nakagawa, and Makoto Saito)"

This paper proposes a simple method to estimate a nonlinear function using only coarsely discrete explanatory variables in panel data. The basic premise is to distinguish carefully between two types of discrete variables by assuming that if the variable changes between two points in time, it increases (decreases) marginally from near the upper (lower) bound one rank below (above). The dynamic pricing behavior at the boundary between two consecutive ranks is then properly approximated. Applying the proposed method, we estimate the nonlinear relationship between land prices and earthquake risk, with the latter being assessed over only five ranks. The panel datasets used comprise some two thousand fixed places over time in the Tokyo Metropolitan District. We interpret the estimated nonlinear land pricing functions using prospect theory from behavioral economics.

Welfare, Auto Ownership, and Employment: Driving away from Poverty
Abstract Greater mobility enabled by a car is essential in getting and maintaining jobs, particularly for those who suffer from a shortage of time, such as single parents. Using Survey of Income and Program Participation 2008 panel data of the U.S., this paper explores how auto ownership and welfare availability affects labor market participation and employment status. Our analysis finds that low-income and/or poor single parents with personal vehicles are more likely to get jobs, less likely to lose jobs, and maintain jobs longer than those without personal vehicles. Childcare assistance also has strong and positive impacts on getting and maintaining jobs for single parents. Although Temporary Assistance for Needy Families, a welfare program for low- income or poor families with children, was designed to encourage welfare -dependent parents to get jobs, it does not encourage them to get out of welfare status.

The impact of negative links: Theory and evidence
Abstract
I study the impact of negative links through signed network formation. First, I propose a game-theoretical model to study how negative links reshape stable networks. I characterize the properties of pairwise stable and strong stable networks and discuss models' implications through two applications: the military alliance network and the school bullying network. I vary the relative gain of negative links and show that stable networks are assortative and agents tend to be homogenous when the gains are high; stable networks are more star-like when the gains are low. Second, I conduct a continuous-time online experiment to study the behavioral changes related to negative links. I find that subjects are more myopic and less farsighted when negative links are introduced. This is the first paper to both theoretically and behaviorally analyze the impact of negative links.

From Samurai to Skyscrapers: How Historical Lot Fragmentation Shapes Tokyo (Junichi Yamasaki, Kentaro Nakajima, and Kensuke Teshima)
Abstract
Can transaction costs in the urban land market generate lot size persistence and persistently hinder efficient land use? Using historical data in Tokyo, we study how initial lot fragmentation has affected urban development by exploiting the plausibly exogenous supply shock of large lots in 1868, the release of local lords' estates (daimyo yashiki) scattered throughout old Tokyo, now the central business district. We construct a 100 m*100 m-cell-level dataset spanning 150 years. Using ordinary least squares and a regression discontinuity design, we find that cells previously used as local lords' estates have larger lots today, implying that lot size persistence exists. We also find positive effects on land use and activities, that is, taller buildings, higher land prices, and higher firm productivity, implying lot size premia due to assembly frictions. We provide two pieces of evidence that these positive effects are explained by the growth of skyscrapers requiring large footprints. First, tall buildings explain the effect of local lords' estates on firm productivity today. Second, we find no positive impact on land prices before the skyscraper age. Instead, it was negative, suggesting that split frictions were dominant at that time and assembly frictions became more relevant with the emergence of skyscrapers.

Abstract
1.
This paper examined the effects on the performance of local SMEs of a modernization fund program for small business enterprises implemented by Osaka Prefecture in the early 1950s. Utilizing firm-level panel data based on business credit reports, we empirically evaluated the effects of the program. We found an improvement in production levels among the recipients. In addition, recipients in sectors related to munitions production or in industrial agglomerations specialized in these sectors achieved additional or larger improvements in their production levels

本論文では、主観的災害リスク認知と防災行動の関連を探る目的で、以下の 2 種類の分析を行った。第一の分析では、アンケート調査から独自に収集した地震発生確率の主観 的評価の指標を用い、災害リスク認知が地震保険への加入や各種防災対策におよぼす 影響を検証した。分析の結果、主観的リスク認知が防災行動の重要な規定要因になって いることが明らかになった。この結果を受けて、第二の分析では、追加的なリスク情報 の提供が、対象者の主観的リスク認知におよぼす影響を検証した。ベイズ更新モデルに 基づく分析の結果、主観的リスク認知は提示された追加情報に近づく形で更新される ことがわかった。ただし、リスク認知の更新プロセスにおける追加情報に対する重みづ けは必ずしも大きくなく、追加情報への主観的リスクの誘導は部分的にしか生じない こと、および、リスク認知の更新には個人間の異質性が存在することが明らかになった。こうした結果は、ハザードマップや被害想定の公表などの実際の施策の有効性を一定 程度支持するものであるといえる。

Does e-commerce ease or intensify tax competition? Destination principle vs. origin principle (with Hiroshi Aiura)
Abstract This paper studies the relationship between the development of e-commerce and the intensity of tax competition under two different tax principles to be applied to goods purchased online: the destination principle and the origin principle. Our main findings are as follows: (i) tax competition between two symmetric countries under the destination principle is more intense than tax competition under the origin principle, and (ii) the development of e-commerce raises the tax rate under the origin principle, but lowers it under the destination principle. The main factor leading to these results is that, in addition to the consumer’s choice of “where to purchase”, the availability of online purchasing adds a new choice of “how to purchase”, and the destination-based taxation distorts the latter choice, while the origin-based taxation is neutral to it. Tax competition between asymmetric countries has also been analyzed, showing that in many cases, the development of e-commerce changes the tax rates of large and small countries in opposite directions.

"Long-term care facilities and migration of elderly households in an aged society: Empirical analysis based on micro data (with Nakazawa, K., Kawase, A.)"
Abstract With a simultaneous increase in long-term care (LTC) facilities, elderly households in Japan are increasing with geographic dispersion. In this study, using the household panel survey, we examined the relationship between LTC facilities and the migration, particularly moving out, of elderly households from their respective houses and municipalities. The results show that house owners do not typically move out from their housing. Meanwhile, renters tend to stay in municipalities where LTC facilities are accessible. In particular, if the number of beds at LTC facilities per hundred elderly increases by 10 percentage points, the probability of the elderly to move decreases by about 0.35–0.37 percentage points. In municipalities where the new type of elderly facilities was introduced in 2011, owner households headed by people aged 60–65 years and renters headed by aged 60–65 years and 75 years and above reduced their residential mobility.

"Tourist Flows and the Spatial Economy: A Quantitative Analysis of Japan"
Abstract This study investigates the effects of both domestic and international tourist flows on the national and regional economies, based on a spatial equilibrium model incorporating consumers’ trips for tourism. Jointly with the data on tourist flows, I quantify each region’s tourism fundamentals, which reflect the region’s tourism amenities, such as historical sites and nature, and productivity in tourism-related industries. I calibrate the model for Japan and conduct some counterfactual simulations. The results indicate that domestic tourist flows are crucial for welfare and the distribution of population, and the welfare gains are largely explained by the heterogeneity in tourism fundamentals. Meanwhile, inbound tourists have little impact on welfare, GDP, and the distribution of population, although it is important to the development of tourism-related industries in some most-visited regions. This result seems irrelevant to the heterogeneity in tourism fundamentals.

This paper theoretically explores regional firms' competition attracting mobile workers under spending cost to evaluate workers' skills. We construct a two-region model that expenses on evaluation increase the regional firm productivity utilizing the tax competition literature. The model reveals that the competition between regional firms results in underspending on skill evaluation expenditure by firm owners. In the model, underspending occurs as the company spending raises expected wages and reduces the company profits. The results suggest that the subsidy for the owners on evaluation improves the welfare. The subsidy can be embodied as a recurrent education policy for firm owners to evaluate workers' skills adequately. The results also show that opening the labor market mitigates the underspending, and the unifying labor market enforces the underspending.
岩田真一郎(神奈川大学) "The spillover effects of compact city policy on incumbent retailers: Evidence from Toyama City (with Keisuke Kondo)"
The compact city policy of Toyama City, Japan, aims to encourage density in both the city center and suburban hubs linked by public transport systems. The policy framework relates to the place-based policy, which targets geographic underperforming zones. Several town developments projected by this policy, including the development of housing, public and commercial facilities, and public transport systems, are conducted to increase the attractiveness of the target zones. Retail revitalization is then expected as a spillover effect through increasing market size. Using a difference-in-difference matching estimation with establishment-level panel data, this paper evaluates the policy impact on incumbent retailers located in the target zones, corresponding to the treatment group. The empirical results demonstrate that while the policy effects are not observed in the short run, the policy has a positive impact on both inputs and outputs for incumbent retailers in the long run. The existing policy framework, however, does not generate positive spillover effects on incumbent retailer productivity.
