報告：	Kim Oosterlinck氏 (Université libre de Bruxelles) "Lending Money to the "Executioners": The Case of the 1906 Russian Loan"(joint with Stéphanie Collet )
要旨：	Sovereign bonds from a given state are usually viewed as fungible. The case of the Russian 1906 loan, analysed in this paper, allows concluding that bonds may get an idiosyncratic risk because of their perceived odious character. In this case bondholders require a substantial premium to cover this risk. As a consequence this bond is then no longer fungible with other bonds from the same issuer. The Russian 1906 loan was met with fierce opposition in Russia and in France, where it was issued. Protests were staged against this loan which was viewed by the opposition to the autocratic Tsarist regime as a means to help a despotic regime to oppress its people. The opposition stressed its illegal character since it had been issued without parliamentary consent. Many Russian political parties pledged to repudiate this loan should they come to power. The analysis, based on an original dataset, uses a Fractionally Cointegrated Vector Autoregressive model. It shows that on top of the premium required by investors to hold the 1906 loan, its short‐run dynamic differed from other Russian loans during the period of protests.

要旨：	Japan is about to become the society with the highest average age in history; several other East Asian and European countries will be close behind. As these societies are aging, so too they are stagnating or shrinking in size due to ever smaller birth and youth cohorts. Yet this is happening at a time when the world population as a whole remains extraordinarily youthful -- although that youth surge is overwhelmingly concentrated in the poorest and worst-educated nations on earth. Historically, this is a highly anomalous situation. From the 1700s to the 1960s, the biggest youth surges and the fastest growing populations in the world were found mainly in the planet's richest societies -- Western Europe, the U.S., and late Imperial China (and late Tokugawa Japan) -- where population was rapidly increasing. These large increases in youth cohorts were accompanied by radical changes in ideology, science, and technology as new generations embraced new ideas and acted on them. Poorer societies, by comparison, stagnated both in terms of population and technology, as high infant and child mortality limited the rise of new generations and maintained the power of conservative older cohorts. What will be the consequences of this "Great Reversal" in the last three hundred years' patterns of demographic and economic growth? If the ideological innovations that come to the youth of the poorly governed and uneducated nations offer radical utopias rather than engineering advances, while practical innovation slows down in the rich countries as conservatism takes over, the world could be set to enter another period like the sixteenth and seventeenth centuries - an era of Reformations and Revolutions and economic crisis. なお、ゴールドストーン氏は、Foreign Affairsに次の二つの文章を発表されて います。 "The New Population Bomb: The Four Megatrends That Will Change the World", Foreign Affairs, 89-1, January/February 2010, pp.31-43. 報告：	Marc Flandreau氏 (Graduate Institute of International and Development Studies) "Collective Action Clauses before they Had Airplanes: Bondholder Committees and the London Stock Exchange in the 19th Century" [paper] [slides]
要旨：	This paper unpacks the operation of foreign debt bondholder committees before the creation of the British Corporation of Foreign Bondholders (CFB) in 1868. I argue that many ideas about this period need to be revisited. In particular, my evidence (which uses archival work to describe market microstructures) shows the importance of the London Stock Exchange as a Court of Arbitration. I show how the LSE General Purpose Committee set up a system of Collective Action Clauses, requiring majority agreement among bondholders to sanction a restructuring deal and permit market access. I argue that (unlike what research has argued thus far) this created powerful incentives for bondholders to get organized as they did. Previous models and formal analyses need to be recast. The CFB appears to have been an experiment in statutory restructurings rather than one in coordination. ℘
