Local governments in Japan implement social assistance programs, called Seikatsu Hogo or Public Assistance (PA). In late 2000s, local PA programs faced drastic changes in socio-economic environments due to the economic crisis in 2008. The purpose of this note is to put in perspective the consequences of such changes by examining annual municipal (city) data on PA recipients, PA caseloads, transfer deficits as well as their relations to population density (urban-ness).
