これまでNPOに導入されてきた事業評価には、サービス特有の成果測定の困難さがつき まとう。そこで本稿ではNPOの団体評価を試みる。日本全国24のサポート・センターの評 価データを用いて、これまで助成団体側が自覚してきた団体評価の2軸�@団体の特性と�A リーダーの特性に、新たな�B企画力と�C組織力の2軸を加えた評価軸を提案する。これによ り助成財団側の助成審査ノウハウが凝縮された団体評価がほぼ再現可能になる。

Though the business evaluation had been introduced in NPOs, it was accompanied by the performance measurement difficulty proper for service. Then, this paper tries the organizational assessment of NPOs. The Nippon Foundation has been consciously evaluating (1) characteristics of the group and (2) characteristics of the leader. Using evaluation data of 24 support centers in Japan, we propose the new criteria (3) planning ability and (4) organizational capability. The Nippon Foundation's organizational assessment compounds the examination know-how from the past financial aid for NPOs, and we can reproduce the organizational assessment by our objective assessment tool of (1) to (4).
